Brief History
In 1996, then, Regional Chairman, the late, Mrs. Purita R.A. Braganza with Dr. Josefina M. Parentela, Regional Executive Director solicited a total amount of Three Hundred Ten Thousand (P310,000.00) and which started the construction of a two-storey building on a 200 square-meter lot beside the Regional Headquarters.
Hon. Carmeling P. Crisologo, Regional Chairman and Miss Esteria P. Alvarado, Regional Executive Director for the triennium 1997-2000, continued the fund raising for the Center. Help came from the GSP National Headquarters and the Northern Luzon Councils plus the One Hundred Thousand Pesos (P100,000.00) donation from the Provincial Government of La Union through Hon. Governor Justo Orros Jr.
The building was inaugurated at a during the 50 th year of Northern Luzon Region.
During the second year of the triennium 2003-2006 Regional Chairman Hon. Atty. Ameurfina Respicio-Salenda and Regional Executive Director, Dr. Betty Salvador-Calixto, put the building into full use. New acquisitions included aircon units for the Training Center , monoblock chairs and tables to add its existing, equipment and facilities.
The first Regional Training School to be conducted at the Regional Program and Training Center offered the following courses:
* Camp Management Course
* Technical Assistant's Workshop
* Training for Trainers
Accommodation
The first floor of the Program and Training Center which used to be the display room of the National Equipment Service was converted to the Center's Dining Hall. It can accommodate 50 persons. The second floor of the Regional Program and Training Center serves as the Conference Hall. The second floor of the Regional Headquarters serves as the Dormitory with 30 beds and a six-bed room for Trainers. The Center is furnished simply yet the warm welcome from its staff more than makes up for whatever it still lack.
